Hello , does anyone know if on a 9.9 hp evinrude can I unbolt the 6 inch section to make the prop shorter or do I need more parts

You mean to take the smaller section out of the leg to go from a long to short shaft ,
You can but you will then also need a short drive shaft & gear shift linkage & water riser pipe .
