Given the inland location and the images I wonder if this has been used (and left?) on the river rather than sea so freshwater use recently? Boat and outboard both listed in dirty condition... perhaps not cared for? I'd want to ask how it starts and if it pumps water well... also if he has any pics of it in use or running in a tank.

It's actually about ten mins in the car from me... are you thinking of buying unseen?

No I would never buy unseen.
I'm just looking really but I am new to this and don't really know to much about OB but am after a 15 20 or 25.
