Yamaha 70BETO idling problems

Hi guys, I need help (once again)!
I eventually got my engine cooling problem solved, (BIG shout out to Davie at David Anderson Marine).
I launched a couple of weeks ago, engine started easily, cooling was great, but when I tried to throttle the engine up it wouldn't accelerate but wanted to die, causing us to abandon the test.
Please bear in mind I have renewed both cables linking the 703 controller to the engine.
I've set the pilot screw to manufacturer's instructions, and tried to adjust the idle speed, and this seems to be the problem.
The idling speed seems to be restricted by the cam at the bottom which links to the timing mechanism.
I've fully tightened the tensioners on the throttle/choke cable, to try to get the carburetor linkage roller to sit into the dip in the cam as it shows in the maintenance manual, but there is no more adjustment.
Hope someone will have an answer for my dilemma! Paul.
