Yamaha 55hp trim problems

I've got an early 90's Yam 55hp that has some gas cylinder contraption for the manual trim.
When trimmed all the way in they is still a couple of inch of play, so when messing about on and off the throttle of going over waves the engine can move up and then bang back down.

The cylinder/ram has a warning on saying high pressure gas and a screw at the top. Any ideas how to stop the movement, can i just fill it with oil?
