Tohatsu 9.8 two stroke adjustments

The engine is not smooth at low RPM although it's fine over about 1800.

There seem to be two adjustments available, the idle speed (the engine idles at about 1200rpm when hot is this too high?
In gear it drops to 8-900

The other adjustment I guess is a mixture setting screw. How is this adjusted? The engine has only done about thirty hours since new.

I was wondering if the idle/low speed mixture might need re-adjusting, and if so what is the procedure.

The engine never stalls, although it is unstable at low RPM.

Yep, they're a pretty basic old box of nuts and bolts, not your average straight six smoothy, blooming great little engines though.
