Tilt & Trim - Yamaha

My sons Delta RIB has 2 60hp Yamaha outboards with manual tilt & trim. It hasn't been used for a while so we're currently getting it ready to get back on the water. One outboard is fine but the other wont move. Any advice would be appreciated?

What is it that wont move... Could it not just need a lot of WD40

Thanks for reply, used liberal amount of WD40. Wondered if it was the hydraulics that was the issue and if i can release this?

What is it with dousing everything in WD40 today!

Looks like this is hydraulic assist manual tilt, so locked in position. Not familiar with Yamaha units, but can you see a pressure release valve, possibly allen key head? On electric trim and tilt units, there's a bypass valve (large crosshead) lower down the saddle for this very reason.
