Ignoring even that claim..... Emissions?

I found one pic in (Russian? - my Eastern European script knowledge is lacking) which seems to claim Euro2....

It looks a lot like a strimmer powerhead with a prop on the end instead of a grass cutter. I also love the way (assuming the photo shows it assembled correctly) the pull start appears to need you to stand in another boat to pull it!
