Test wheel

Has any one used a test wheel for tuning the outboard motor? They are a device that replaces the prop so you can run the engine up to full power without emptying the barrel or test tank. Just wondering if they are any good.

RIBase
On the Clyde they replaced the props on one of the warships they built up there with 'test props' - it's basically a hub with poles coming off it. When it was run up in dock up to full power, the yard shook and I believe they were suject to a few claims from local residents for cracks appearing in walls.
