Suzuki 98" -00" dt9.9 to15

Hello !
I hope can Somebody help me.
I have an old silver grey suzuki dt9.9 98"
this outboard can 15 hp but my outboard just an 9.9 hp (oem).
Could you tell me what the diference ? how i can upgrade my 9.9 to 15 hp ?

I had an -89 Suzuki DT9.9 that I bought new back in the day. Great engine! Unfortunately stolen now. Anyway, the dealer told me he just removed a screw and it was already at 15 hp when delivered to me. So I assume it had something to do with the throttle linkage, but I can't be sure.
