Mercury engine Dogs locked in

Hi
Just fitting a oldish 40hp mercury engine (about 1978)bought second hand it has dogs that wrap around the trim position bar to stop the engine lifting when in reverse,guy i bought it off said these dogs retract when in forward gear so the engine can be lifted,have not been able to do this so far ?
Any advice most welcome.

There's a cam in the top of the lower unit and a rod running through the leg that runs through a crappyplastic/bakelite bush. It's usually the bush broken up that lets the rod move so it doesn't bear on the cam.

It's not like you'll be using reverse at any speed where you'll need the engine locked down. Lockwiring the dogs up is the easiest way to go-just pull them against the spring to do it.
