Independent engineer needed

I have a 60hp Yamaha engine that has sustained some physical damage, (a wall fell on it) and It has damaged a few parts, I have a 2nd power section of an engine in reasonable condition and want an engineer who can put the 2 back together as a working engine but as its not through the insurance I need to do it for as low a cost as possible.
Does anyone know any independent engineers (preferably not vat registered) who could do the work? I am not in a hurry and I don't want to spend a fortune in case it can't be got running again.
The engine is in Manchester but I can get it delivered anywhere.
Any help wold be appreciated.

People say those 3-cyl Yams are bulletproof. They're obviously not wallproof though
