At that rate he will be charging a cut price 5 slip charge and pocketing it to get a living wage.

...and they work all weekends and bank holidays.

In fairness the only essential qualification is a 200ish, one weekend course! There will be plenty of applicants, including those with all the nice to have bits of paper too. Its probably about the same as a traffic warden without quite so much abuse!
