licensing complexities

Hi. 7m rib bought in RoI, i live in NI and will mostly use boat in RoI (where i also have a house and originate). I presume unlike e.g a car the rib flies under the flag of wherever i register it?
i bought the rib for use in my business which requires me to use and carry several non-paying passengers/employees. We would be either surveying wildlife at sea or wildlife research work at our destination(s) - usually offshore islands.
Questions -:
Boat registration - in which jurisdiction do i register the boat if i want to operate mostly in RoI?
if i want to use without fee paying passengers (folk on my boat working with me - they are not passengers rewarding me (paying fir the trip)
im trying to figure out coding requirements and whether a commercial licence is required (with associated coding level

sort of, but there may be restrictions on who can register a boat where or when a boat registered elsewhere can be used commercially!

weird question - but do you know what "at sea" means in the UK merchant shipping regs? you probably are at sea here - but worth digging in to that as the details change if you are in categorised waters. I've no idea of ROI have the same nuance.

where is the business registered? In the post brexit mess you probably want to discuss with your accountant (or hopefully one of his friends who understands VAT on boats!) too.

if it is being used at sea for transport of employees it still needs coded (in the UK, but I assume ROI is the same).

I'm not sure how it works in the ROI, but the MCA's question would be:
Is anyone on board being paid or rewarded (either directly or indirectly) for being there? If so, then it's a commercial operation, and the boat needs to be coded and crewed accordingly.
