Well if our government gets it's way it will be!!!

"People in the UK who go online and illegally download music and films may have their internet access cut under plans the government is considering."

Well as this accounts for probably every internet user in the country there won't be many people left will there???

They will make it illegal but not enforce it. Thats the way they seem to work.
