All fires need a flue . Whether they need a flue liner just depends on building regs and or condition of existing chimney/flue. I don't see that insurance comes into it anywhere unless someone is prattling on about something they don't understand and just making excuses. Using vermiculite is just good practice to prevent condensation shortening the life of the liner, again not actually a legal requirement under regs.

Last year a kitchen fitter fixed a double cupboard into a dry-lined wall with very short rawlplugs, leading to £2K worth of china being spread over the new floor (breaking the tiles) having bounced off the new worktop and missing my wife by inches.
