They do, but they require RYA L2 and the boats...

They do, but they require RYA L2 and the boats most be kept within the Solent and IOW, IIRC?

No qualifications are required to drive a boat...

No qualifications are required to drive a boat (for fun) in the UK. RIB rental is very limited and they "may" require RYA level 2 certs, but I suspect not.
