Got your pm... as long as the transom is rated for a 9.9 then no I don't think it's too big... plenty big enough...

The outboard should be straight down so the propeller shaft is parallel with the water in the normal on the plane attitude...and with the angle of most transoms the middle pin puts it about right at...

Inflate boat... drop outboard on transom and clamp... set outboard...
