Not correct. It is firstly the gross plated weight or the vehicle and gross plated weight of the vehicle. Only if the two combined are less than 3500kg does the kerb weight then become relevant.

The text is correct, but you are reading it wrongly. It says "combined does not exceed 3500kg mam". This means plated gross weight of vehicle plus plated gross weight of trailer.
