My first sib was a Zodiac 310 with a 37 Kg Evi 15 HP and performed very well with 2/3mates, so a 9.8 -4 strokes will be ok for your sib. If in need of more power, try to get a Tohatsu 2 strokes...

Yes near 25 + mph in a car, may sound very low, but on water, the speed has a sensation of about 3 times the road speed sensation. Stick your amr in water to feel (joke)

Being a rib and not a sib probably, but might have my doubts, my 380 sib with 18 HP 2 strokes does near 40 Km/h which is about 25 mph in best conditions and 1 up.

For speed the largest 3.2 mtr rib with 15 Hp, should do minimum 35 + Km/h or slight more with flat calm waters, light weight, no wind.
