I would have thought an MOT would be good for...
I would have thought an MOT would be good for trailer vendors. Think of all the increased spare parts usge & servicing and shortened trailer life. People will still need to tow.

Might be the trigger to get proper braking systems available in the UK. The US and Aus seem to have much better gear - stainless / alloy or the very least galvanised parts and hydraulic actuation. ...
