Why does it need replacing when i use a new bearing?

Since it is so tight, how do i put/push on a new ring? Do i have to force it in?

Trailer hub bearing question

Hi all,

I am new to this and first time cleaning my hub/bearings. Please see the photos, am i supposed to be able to take the ring out of the hub??
