The crane lifted him up there in the first place...
The crane lifted him up there in the first place and looks like it's taking some of the load at all times - the arms are just there to steady it.

Not a bad idea - the excavator is suspended from the crane at all times. The rubble is knocked into the chimney.
Still reckon Fred Dibnah would have done a better job though!!!
