I would be very suprised if Evinrude quote power differently to the others - it would put them at a big disadvantage in the marketing stakes.
Interesting to note the Suzuki recall for the CPU...

Of course you also have to be carefull running too rich - excess fuel can wash oil off the bores - unless you then add some castor oil to the fuel - yes even on a 4 stroke.

I also think that they are prob running these engines too lean - prob to get around emmissions laws. A richer mixture would help considerably.
I wonder if poor fuel would have anything to do with...
