I've always taught that the station CALLED controls the working - that was the situation on my SRC Assessors course and when I did my old VHF licence years ago and indeed the upgrade to SRC ......

Day Skipper Theory Options
Here in Poole the adult education people run the course over 3 weekends as well as the more normal (for adult ed) 20 evening classes. Cost £128.
