Having been in a similar situation in the past...
Having been in a similar situation in the past from both sides( rescuer and casualty) I think the last thing I would do is report to local authorities however Under SOLAS accidents and incidents...

What coding would allow commercial use for 20...
What coding would allow commercial use for 20 passengers?? Seems a big beast if limited to 12!
For more than 12 pax it would come under passenger vessel regs and to operate from Bournemouth pier...
