I would suspect that the problem is corroded up...
I would suspect that the problem is corroded up waterways. Adding the thermostats is just pushing it over the edge. Worth feeling the heads once the alarms go off. You may find one head is running...

Take the pressure relief valve out as well and...
Take the pressure relief valve out as well and flush through. Hose it out in both directions
The vinegar idea will help but boat bottom cleaner will work better. Only problem is finding a big enough...
