I used to have a 55 mariner I think same engine block, I had countless problems with mine, I would imagine you have a coil down/running on 1 cylinder, check for spark on each cylinder if no spark...

Looks like a mustang or planecraft type of hull, I would say anything from 20HP+ to about 60-70hp, having an under powered engine is not good especially if you have a full load and winds against you.
