It's available for iPhone too, but I'm not sure it's ideal for RIBbing. From what I understand, it needs a constant GPS signal, so you either need a Bluetooth GPS module, or need your phone mounted...

You will need an ICC in Germany. Also, whilst most of the Rhine is free from speed limits (again, my only experience is in Germany)...
