The fiberglass hull of my zodiac has quite a few barnacle feet. All of the barnacles have been removed, so just the impossibly strong barnacle foot adhesive remains.

So it sounds like it is a way to make sure your engine cooling system is not clogged with debris. But who knows if it is worth the extra expense of the gauge and installation.

Maybe a good choice? Not cheap but not worthless and lightweight like some of the PWC anchor...
