I'm no expert but I would imagine that any issue/ problem would be with the glue rather than the actual PVC material and welded seams. That said, I would expect the glue to be good for about 15 years...

No, I wouldn't antifoul an inflatable. If I had to keep one in the water I would rather take it out and clean it regularly. Being a small and light boat this would be easy to do.
