when pulling a 15hp apart, to drop the box do you have to undo the 5 10mm bolts around the impeller housing and then undo the wedge shaped gear shift piece?

i need to remove my gearbox on 2000 Mariner 15hp.
to change my impellor. i cant get the gear box off it only drops about 2 inches
ive tried in gear and out of gear but wont come off.
