in Scotland - our Harbour Trust owns the water from a beacon to light house - this none tidal and they have bye laws that cover that area too.

The land was donated by The local land owner to The trust in the 60's I believe.

If you look on Google Earth there are actually very few anchored in that area, most are anchored further out.

... not terribly helpful of QHM - he could have indicated what they were supposed to be for - and could have pointed out that you shouldn't use them for mooring - which is what they get used for around here (usually quite briefly)!!
