what size engine to boat

the above question comes up constantly there for below find the test conducted this week in plymouth with a flat sea & little wind
the rib is a 6.5 ribcraft with a 200hp optimax ,200lt of fuel & 2 people
3500rpm =30mph
4000rpm=40mph
5000rpm=50mph
6000rpm=60mph
average fuel consumption 1.3 miles per lt
