on the Neil Holmes Powerboat academy banner in RIBnet? The one with the stepped hull ?

Are you are talking about the small advertising banner that flashes up now and again at the top of the Ribnet pages.

If you are I think it is a Pascoe RIB, the Phantom Evolution is not stepped.
