Aha, in that case, I have a stealth (its small) 2.5m Avon RIB with a 2hp Merc (its quiet..ish) that fits the bill perfectly, would suit vertically challenged armed forces. Trade cost, £2,000, RRP £10,000. He can make a fortune on one sale and then retire over there on his £8k.

A UK Rib builder with experience of building customised craft for Government Agencies - Police, Rescue, Drugs interdiction, Fire fighting, not as expensive as Delta, similar to Ribcraft. Exports around the globe:

Val77 - I can't help feeling that if you were serious (or wanted to be taken seriously by potential RIB organisations) that you would not be posting on here looking for RIB manufacturers. There's a whole trade directory which although a little dated would provide a far better basis for searching than some people's opinions. Its quite common for business to business transactions to take place at trade shows - so I would have expected you to arrange to visit a number of possible partners during a show. RIBex is not on this year, but Seawork was - which was exactly the sort of boat you were talking about. To mix the brands together as you have done shows no understanding of the product / market and quite frankly I would expect you to not make it past the first 'qualification' phonecall if you aren't sure whether your looking for a C-fury, Yellow Jet or a Halmatic!
