SR4 Hull Issue

Hi, does anyone know what the "fillers" in the flooding hull are made from (the things to stop the whole hull filling with water)?

As mine have appeared to have been cut to allow for a hatch. Since then the hull has filled with water. Will these become saturated and be an issue?

It's pour in closed cell foam however after time the closed cells become not closed and take in water which adds dramatically to its weight
Only option is dig it out and replace with either more pour in foam or polystyrene or pu insulation seems popular now
