I don't know the time of day when this guy had his collar felt, but as a regular on that river I have only seen the small HM boats out during peak hours. So chances are it was during a busy period. On a Sunday, at peak hours in August that stretch of the river would be busy. Anyone wakeboarding there at that time of year must have a screw loose. I have always found the HM at Lymington to be quite human, unlike the little hitlers at the other end of the Solent
The fine may be a little heavy, but IMHO he was asking to get hammered.
