Yep it would need new tubes.
Just had mine done. so know all about retubing ;-)

Do the maths on the boat-I suspect at that price, by the time you've retubed it,put an engine on and sorted everything else, it won't be worth the effort.

Is that a poor repair and holes I can see on the transom?

Do you have an engine lined up? Reckon you would need 100hp minimum. Speaking of which... Outboard Engine Yamaha 100hp | eBay UK
