If only failures get reported then a false negative will be reported.
I think there a number of flaws in the whole "survey design". Not least that it doesn't ask if the kill cord is (a) routinely used (b) routinely tested - so the total number of failures is abstract. Even more significantly it also seems to make no understanding of the consequences of a failure. It is a very different problem having a fail to start on the pontoon than adrift at sea, or not killing the engine in a MOB etc.
Its odd because Survey Monkey is much more powerful than it is being used for here.
