ribbing on the thames estuary???

hi all.... so heres the thing, once i have 'mine' up and running and free of leaks....im going to have some fun on the estary off of shoebury....so where can a green horn go?.....i mean the world is my oyster..isnt it? ... how far up the thames can i go before the boobys on boats pull me over and throw the book at me.??
i guess some sort of licence will be needed...HELP.....where do i get this,how much and where can i go with it.... i do i guestimate my speed so as to keep within the limits?

Don t need a licence in the Estury ,its salt water once you start getting up to london way,Richmond there are speed limits for a while and possibly a licence?fresh water aswell
