Yes it was reported here a long time ago. The case has just gone to court - hence new post on old thread today.

Fine now set: BBC News - Cardiff Bay Yacht Club fined 40,000 over boat crash

40k for the club plus nearly 15k in costs and 120hours community service plus costs for the chief instructor.

Thats going to make a few sailing clubs sit up and think a bit about their risk assessments I suspect.

It's about time given some of the extreme knobbery I've seen from WAFI's let loose in RIBs.
Most of the ones I've seen are so appalling it's as if they get a kick out of getting rib users a bad name.
