Lots of places have banned jet ski's because of the type of following that the sport attracted i.e tricks and freestyle school, shame really most users were responsible and it was cool to watch, but the lager louts spoiled all that with there stiff necked showing off on how to get it all wrong and hurt somebody in the process!

and yes jet ski's make very good rescue craft. they use them for surf rescue, what other craft can zip in and out of monster waves to rescue nutty surfers.
