Try this, look at Tri Lens, we had a S/S box made to fit existing hole and raised it up enough to put the new lens securing nut on

It took some effort, but it went through stainless far thicker than the packet said it would.

I'd go with trying to cut the end off a cheap step drill.

A set of three step drills is one of the best tool purchases I ever made - invaluable for any fabrication work and much better than hole cutters.

i might be missing something in this post but surely a bigger drill would do it, blacksmiths drillbits have smaller shank's to get them in a drill chuck
