You could stitch the velcro to the cushion at least. If you use the 'hook' part on the cushion, you should be able to find another compatible 'loop' material that will glue flat to the deck. Lots of fabrics will do the job - just try it out. Exhibition display panels are usually covered in suitable fabric.

I hope no-one's suggesting using the tie loops and the leggy blonde together.
