I think there's still a lot to be said for smoke flares - hand held or floating:
They are are highly visible by day
They show wind direction / strength
you can track along to source.
I have a heavy work glove in the flare jar to be donned before letting off a flare.

I'm becoming less convinced about distress para-illum - they'll only give a general area - maybe they have had their day with laser / LED becons now available. I've also seen some nasty injuries from miiltary para-illum when not handled properly.

White para-illum does have a place to light and area at night - providing there are no aircraft around!

Going back to the OPs question, we do still cover a live flare session as part of our Sea Survival course. With the requirement to carry flares being mandatory for coded vessels and vessels over a certain length, we feel this is an important part of our course, and adds a great deal of value.
