There's probably a high tech way but to quote from this there may be a less sophisticated means by which a gas cannister could be fired to inflate a float:

There seems to be an awful lot of "pots" appearing very close to the main channel in and out of Southampton near to Warsash.
Some are bearly noticeable and hard to see. Imagine operating during darkness and hitting one!
I'm all for commercial and non commercial pots and fishing but come on guys lets make your drums/floats easier to see. :-)
