I have spoken to a local fabricator who reckons he can do me an aluminium tank for around 100.

I have taken some measurements and worked out the design and according to my maths I should get about 36 litres capacity.

The tank will be about half and inch smaller all round than the inside of the seat so that I can stick foam in between the tank and the base to provide plenty of support.

Have a look at this:-

Filler caps and stuff

Not sure how it'd stand up to salt, but worth contacting them to ask. You could add a separate breather to the tank fairly easily.

Yeah not easy to find what I am after Ideally I want a vented cap so that I can close the vent easily.

A plastic lawnmower fuel tap like this
in a breather hose would do that.

Chris, sounds like you need the filler and breather off the top of a tempo fuel tank which would also allow a fuel gauge to be fitted. Have a look at this picture to see what I mean.
