They are made by pains wessex although other manufacturers make similar versions. From memory i think they are called 'Day & Night Personal Flares' - or something similar. Crewsaver make and sell a pouch to carry them to attach to lifejacket, you can also get a canister for them good to 30m for divers.
They have an orange smoke one end and a red flare the other - they are well worth having
