You can use the askmid database and run various permutations of the registration until you get a match for silver citroen xsara Picasso.

Might give you an opportunity to then give the police a full registration number

If you run a business you can legally (ICO compliant) upload images, descriptions and statements pertaining to criminality or suspected criminality. Once the images are on they can be accessed for review by anyone wanting to identify perpetrators!

You'd be surprised. My son recently found his stolen bike locked to a lamp post in town. Once local plod had checked details (it was reported stolen at the time), they sent someone down, hung around for a while to see if anyone might come to use it and then let us take it away having cut the lock off with constabulary bolt cutters. I hope the person who reports it 'stolen' might have some interesting questions to answer.
