Yes you can if ...

We 'should' have done one last year, but could not in the end - but you can now.
If you go through your local authority, then they ask for a huge amount of liability insurance, and it makes it far to expensive to consider.
This - in scotland - ruled out a registrar, but you can now ask a minister to do it, as long as he is 'game'
You do however have to give a certain time + co - ordinates you will be at (where the service will take place) so basically have to be on at anchor.

Funnily enought this is supposed to be so as if someone wants to object they know where to go to? have another boat ready at the pier and charge 5 X as much for the objector, i reckon.

Got one poss planned for this year, but if you are serious - will arrange for you, and will do all the boat side of things for free for you.
